If you expected the new bill to allow internet wine purchases in PA to actually increase freedom, you are wrong. After all, any bill that might disenfranchise the exceptionally powerful LCB Unions by allowing consumers to bypass the soviet era styled system of LCB stores, well — forget it!

“Senate Bill 996 as introduced on Nov. 14, 2005, does nothing to ensure citizens of the commonwealth may participate as do residents of many other states in direct wine purchases over the Internet.

SB996 has been crafted to maintain the status quo and does in fact guarantee the continuance of fraudulent practice that ensures I and others can not order as we please from out-of-state suppliers.

It is deceptive at the least to say in SB996, Subsection B, that citizens of the commonwealth may receive “any wine not included on the list provided for in Subsection C.”

The aforementioned list is one in which the state Liquor Control Board declares what products are available for purchase from LCB stores. Among the enormous selection the LCB advertises are a great number of products with minimum order limits. Chances are, for example, if you wish to purchase a 10-yr Malmsey Madeira, you must buy a dozen 750 ml bottles at about $50 per bottle. Many of the products marked SLO (Special Liquor Order) have the same or similar restriction.

In brief, I do not consider a product available for my personal purchase when I must buy a minimum of one case!”
