Not a Bad Idea for PA

Looks like some sensible people in Minneseota decided a government shut down was in order. Don’t expect it to last very long, as most people won’t notice a difference and pretty soon it would become evident that only about 5% of the total would, in the long run, be missed — Can’t let that sort of information get out there! Sure, roads would need to be fixed… But the majority is a giant redistribution scheme. Surely, those at the taxpayer funded trough will howl, but that’s about it.
The question I have is, can we put this on a ballot initiative?
